NOTICE OF OPEN MEETING AND AGENDA

COMMISSIONER’S COURT OF ARCHER COUNTY, TEXAS

The Commissioner’s Court of Archer County, Texas will meet in Regular session on Monday, March 8, 2010 at 10:00 a.m. at the Archer County Annex  Courtroom, 112 E. Walnut,  Archer City, Texas to discuss and consider for possible action the Agenda items listed below.  If lunch is observed in which a quorum of the Court will be present, the Court will recess from business to an announced location from approximately 12:00 p.m. to 1:00 p.m., at which time the Court may reconvene back in open session if agenda items are still pending. 

A. CALL TO ORDER

       Greeting and completion of registration of Attendees

       Determination of Quorum

       Pledge of Allegiance to the United States and Texas Flags       

B.  FINAL APPROVAL OF AGENDA

         The Court will consider any requests to remove items from the Consent Agenda to the Action Agenda or, to delete any item 

         from the Miscellaneous Reports/Presentations, Consent or Action Agendas.

C.  PUBLIC COMMENTS, MISCELLANEOUS REPORTS, DISCUSSIONS OR

      PRESENTATIONS AGENDA

[No formal vote will be taken on these items]

1.  PUBLIC COMMENTS:

Anyone wishing to address the Court during Public Comments is required to register your name on the Clerk’s registry prior to the meeting, and indicate which item or subject you wish to address.  Speakers are limited to five (5) minutes maximum, and if there are more than three speakers who wish to address the same item, the Court reserves the right to limit speakers.  The Court cannot discuss, respond or act on matters not listed on the Agenda.

2.  ROUND TABLE DISCUSSION:

     a.  Texas Jail Commission Audit

     b.  Bulletin Board Postings at County worksites

     c.  Development of a SPCC Spill plan

     d.  Advertising on benches to be located at new Law Enforcement Center

D. CONSENT AGENDA:  All items listed are considered to be routine business by the Court and will be enacted with

        one motion.  Inquiries for clarification, additional information or explanation are allowed, but there will be no individual

        deliberative action or discussion allowed or considered on an item unless a  member of the Commissioner’s Court

        requests such consideration, at which time, the item will be removed from the Consent Agenda to the Action Agenda.

     1. Approve Supply Bills

     2. Approve Expense Accounts

     3. Approve County Treasurer’s financial reports

     4. Approve Publisher’s Certificates

    5. Approve certifications and/or education certificates

     6. Approve designation of County equipment or vehicles as surplus or salvage property.

     7. Approve advertising for bids on sale of County equipment or vehicles

     8. Approve advertising for bids on purchase of County equipment, or vehicles

     9. Approve advertising for other bids or public notices

   10. Approve Commissioner’s Court Minutes from the previous month.

   11. Approve line item transfers

E. ACTION AGENDA:

As authorized by the Texas Government Code, the Commissioners’ Court of  Archer County, Texas reserves the right to adjourn into Executive Session at any time during the course of this meeting to discuss any of the matters listed above as they may relate to Texas Government Code Section 551.071 (Consultation with Attorney); Texas Government Code Section 551.072 (Deliberations About Real Property); Texas Government Code Section 551.073 (Deliberations about Gifts and Donations); Texas Government Code Section 551.074 (Personnel Matters), Texas Government Code Section 551.076 (Deliberations about Security Devices); and Texas Government Code Section 551.087 (Economic Development)

In the event that the Court adjourns into Executive Session, unless otherwise specified on the agenda, the Court will announce any other parties who are authorized to be present during the deliberations in Executive Session.

1. Consider agreement for use and maintenance of Pee Wee Baseball Field located

     on County Property at Block 146, Lots 11-14, Archer City, Texas

2. Consider sealed bids for Furniture, Furnishings and Equipment packages for the

    Archer County Law Enforcement Center

3. Consider Safety Enhancement and Accident Prevention Plan for approval

4. Consider Solid Waste Grant Program application and Resolution for obtaining

    funds for surveillance cameras through Nortex

5. Consider Title IV-E Child Welfare Services Non-Financial Contract with Texas

    Department of Family and Health Protective Services

6. Consider payment of Storm Computer invoices

7.  Consider use of County owned vehicle by Megargel VFD

8. Consider any and all other items related to construction of the Archer County

    Law Enforcement Center

I, Gary W. Beesinger, Archer County Judge, do hereby certify that the above Notice of an Open Meeting and the Agenda of the Commissioner’s Court is a true and correct copy of said Notice and Agenda, and that I posted said Notice and Agenda at a place readily accessible to the general public at all times which are the doors of the Archer County Courthouse, 100 S. Center, and the doors of the Archer County Annex, 112 E. Walnut, Archer City, Texas on the 5 ^th day of March, 2010 at 10:00 a.m. which is at least 72 hours prior to the scheduled time of said Meeting.
